Planned Parenthood is partially defunded, what does this mean for pregnancy centers?

With the partial defunding of Planned Parenthood, Mercy’s goal of offering ultrasound services in 2026, is well timed as more women will be looking for alternative pregnancy services. Now is the opportunity for Mercy to reach more abortion vulnerable women with the truth about their pregnancies, and the risks of abortion.

On July 4, 2025, President Trump signed legislation to partially defund Planned Parenthood by prohibiting Medicaid reimbursements for one year. This action was blocked during legal challenges, but on September 11, a U.S. appeals court panel allowed the partial defunding to continue. Planned Parenthood continues to receive other federal funding including grants, reimbursements, contracts and other forms of taxpayer funding.

Should Planned Parenthood be defunded?

Last year Planned Parenthood received $800 million in taxpayer funding while still charging women for abortions. A chemical abortion using the abortion pill often costs between $500 to $800, while a first-trimester surgical abortion ranges from $500 to $900. Costs are even higher for a second-trimester abortion, $1,200 to $2,000, and late-term third-trimester abortions can cost between $8,000 and $15,000.

According to Planned Parenthood’s 2022-2023 annual report, the organization facilitates 402,000 abortions a year (over 1,000 babies every day) in the U.S. This abortion number includes surgical, in-clinic abortions and chemical abortions using the abortion pill.

Planned Parenthood’s revenue for 2023-2024 was over $2 billion, including $792 million in government grants and Medicaid reimbursements, $684 million in private donations and $350 million from performing abortions.

What about the other services that Planned Parenthood provides?

As taxpayer funding and abortion have increased for Planned Parenthood, sexual transmitted infection (STI) testing and treatment, cancer screenings, Pap tests, contraception services, and breast screening services have all decreased. In fact, Planned Parenthood currently performs one prenatal service for every 57 abortions.

What will lost revenue mean to Planned Parenthood?

In 2023, Planned Parenthood received over $800,000 in Medicaid reimbursements. Without this funding, the organization estimates that 200 of its clinics could close, causing women who are insured through Medicaid to find new providers.

The $800,000 in lost revenue is a financial blow to Planned Parenthood, but they will continue to receive other federal funding and private donations, and may increase fees for their services, causing women to pay more out-of-pocket.

Do pregnancy centers have an opportunity to do more?

Women who are insured through Medicaid could turn to pregnancy centers to receive vital services such as pregnancy testing, STI testing and ultrasounds. This means that pregnancy centers like Mercy will be busier than ever.

According to Tom Campisi, in Care Net’s Abundant Life blog on Oct. 14, 2025, Planned Parenthood’s loss of funding will not prevent women from getting needed healthcare.

“Planned Parenthood’s real business, and it’s focus, is abortion. Redirecting Medicaid funding to the thousands of alternative women’s health providers will not prevent women from accessing health care; it means that taxpayer funding will go to providers of real health care, not the nation’s largest abortion chain.”
